Components of the MEMP
- Comprehensive Four-Phase Framework: The plan addresses emergency management across four overlapping pillars: Mitigation, Preparedness, Response, and Recovery.
- Legislated Governance & Authorities: It outlines the clear reporting structure and legal powers of the Reeve and Council, the Emergency Advisory Committee (EAC), the Chief Administrative Officer (CAO), and the Director of Emergency Management (DEM).
- Interlocking Supporting Plans: The document integrates multiple specialized tactical plans, including the Hazard Identification & Risk Assessment (HIRA), the Crisis and Communications Plan, the Training and Exercise Plan (TEP), the Emergency Social Services (ESS) Plan, and the Business Continuity Plan (BCP).
- Standardized Operational Protocols: It establishes clear guidelines for Incident Command System (ICS) structures, activation levels (Levels 1 to 3), Emergency Coordination Centre (ECC) operations, and formal procedures for declaring a State of Local Emergency (SOLE).
