General Manager of Operations
Lac Ste. Anne County is seeking a dynamic leader for the position of General Manager of Operations. This position is responsible for providing leadership, direction, and management of the County’s Public Works, Fleet & Shop, Enforcement Services and Planning & Development Teams.
Essential Function
- Provide leadership and direction for the Public Works, Fleet & Shop, Enforcement Services, and Planning & Development functions for the County.
- Participate in Risk Management and Safety Committees, as required.
- Participate in the Emergency Management Committee for the County.
- Perform management and performance management responsibilities regarding direct reports, as well as any other staff, contractors, or consultants assigned by the Chief Administrative Officer (CAO).
- Responsible for the effective oversight of the County’s Operations Services, and for maintaining a clear and positive corporate image in line with corporate beliefs and principles.
- Evaluate and make recommendations to the (CAO) for the review and update of County objectives for transportation facilities and services, as required.
- Provide leadership and input on labour negotiations with the Union.
- Attend Council and committee meetings, providing information and support to governance functions, as required.
- Provide strategic, operational, and technical leadership in collaboration with Senior Leaders and Elected Officials.
- Participate in the budgeting and strategic planning processes, providing direction in budget development, and planning and implementing departmental objectives. Monitor the budget and ensure timelines are achieved.
- Translate Council objectives into respective departmental goals by ensuring clear understanding and communication.
- Monitor departmental performance and operation to ensure compliance with County policies and Council direction; enable or enhance performance, as required.
- Participate and coordinate the review, updating, and implementation of long-range planning processes.
- Participate in the effective recruitment, training, and development of departmental employees.
- Responsible for dealing with and resolving complaints related to the department.
- Responsible for preparing and submitting all reporting requirements for other County departments, levels of government, or other agencies.
- Performs other related duties as assigned by the (CAO).
- Adhere to the County’s Confidentiality Directive, including the appropriate use of information and maintaining the security of all acquired information relating to employees, businesses, and/or residents of Lac Ste. Anne County.
- Practice safely and comply with all Occupational Health and Safety legislation, as well as the County’s Occupational Health and Safety policies; comply with all safe work procedures.
Qualifications
- Post-secondary education in a related field, combined with a Professional Engineering (P. Eng.) or Civil Engineering Technology (C.E.T.) designation. Significant experience or progress towards the designation may be considered for otherwise qualified candidates.
- Minimum of 5 years’ relevant and related work experience in municipal government, preferably in a senior management role and leading in a team environment.
- Minimum of basic Emergency Management training and participation.
- Ability to plan, develop, coordinate, implement, and evaluate finance and accounting programs and strategies.
- Excellent communication (oral and written) and interpersonal skills, including the ability to clearly communicate complex and technical information.
- Ability to build and maintain effective professional relationships with public and private organizations.
- Computer literate with proficiency in Microsoft Office programs and other industry-specific applications.
- Attention to detail, solid problem solving, and advanced analytical skills.
- Strong initiative and leadership qualities.
Compensation: Ranges from $134,000 to $169,000 annually.

Hours of Work: This position is based on 35 hours per week.
