Successes to Celebrate

Payroll and Human Resources

In 2016 the County engaged Russell Farmer Consulting (RFC) as a Human Resources consultant to improve the level of proficiency in this function.

The RFC contract initial efforts will be focused on an employee survey, employee handbook review, professional development for management, organizational structure review and a number of other important projects.

Each year the Payroll department works at administering the Local Administrators Pension Plan (LAPP) and is audited and scored by the Pension Plan. With another year with a score above 95%, the efforts of this department are significant.

The Payroll department was able to implement Record of Employment (ROE) reporting on the new online system made available by the federal government.

Due to changes in payroll guidelines, more than 100 volunteer firefighters were required to be added to a full payroll process. Until that change firefighters were not considered employees due to their volunteer status. The new process now treats them as all other County employees.

Each year, the Payroll department conducts a yearend process to provide all reporting to the auditors and the financial reporting process. This process concludes with the distribution of T4 statements to each employee.
